Windows 7 Start Menu - All Programs

Is it possible to have a separate All Programs Menu that another account user?

I don't know of any way you are needing. However, there is a compromise, which may not be what you are looking for. I have five grandchildren, all of whom use one of the computers in my house on their visits. This is what I have done. Let us assume that you have two accounts you wish to isolate.
Open Program Data - Microsoft - Windows - Start Menu.
Create two new folders in "Programs", say gbalonek and other.
Now open "programs" and carefully drag the item you need to each specific folder you have . Copy at this stage, do not move, in case you make a mistake.

Now, when you open the "All Programs" you will find those two folders there, with contents. You can tidy up by dragging and dropping from withing the "All Programs" item.

@ davehc, that seems a really long-winded way of doing it!!

@ gbalonek, navigate your way to;

A:\Users\Home\AppData\Roaming\Microsoft\Windows\Start Menu - This is other users' start menu.

If you go to;

A:\ProgramData\Microsoft\Windows\Start Menu\Programs - That'll be your start menu
