Windows 7 Trouble Accessing Administrator Rights on Windows 7 with Vista and XP Connections

I have always had trouble with administrator rights using Vista Ultimate. I am now running Windows 7 RC on my PC (I am the only user) and it still me I don't have administrator rights to view files on my other computers. My other computers are running Vista Home Premium and Windows XP. How do I get these rights?

Right click on the file go to Properties then security
