Windows 10 Trouble Connecting iPhone X and Windows 10 via Bluetooth: Seeking Solutions

Windows 10 and iphone x - when both are on and searching, only once did I see where each discovered the other but then the connection was gone
I ran the troubleshooter and it said the BT radio in the pc was 'fixed'. I ran the BT again in both but they did not find each other. I repeated the troubleshooter with the same results whee the pc 'radio was fixed'. It seems when they are searching the pc radio must be turned of or the trouble shooter would not "fix " it.
Any ideas as to how I can connect?
