Windows 7 Trouble with DELETE

WHY is it that when I try to delete a file or folder it won't delete because
"it is open in another program".

It is not, BUT it has been. OR it is now open in Windows Explorer in that I am looking at the file list.

This especially happens because when the file THUMBS is present, but will happen even if it is not.

If I close and reopen WE I can then delete it (sometimes).

Is this the 11th bug to list against the infamous WE?????

Delete all fikes un the folder first and then delete the folder.

This is happening to me as well. on the desktop only

sometimes that works sometimes it doesn't.
usually it doesn't when there is a thumbs file since I can't delete the thumbs file.
