Windows 7 Trying to add to Sendto menu

I have added a shortcut to "C:\Users\Me\AppData\Roaming\Microsoft\Windows\SendTo" and it shows up in the folder but not on the right-click SendTo menu. My original shortcut was not working so I deleted it and added it back. Other ideas?

Couldn't delete post so editing to say that I tried another shortcut from a diff area and it worked.
