To create the Paragon rescue disk you only have to write the ISO file to a disk using ImgBurn.
The ISO file should be in a Paragon Program sub folder, ISO.

As I said above you might want to look at EaseUS TODO Back Up.
I downloaded it, installed it, and created a backup and a bootable disk in less then an hour.
It's really easy to use.
If you create the folder you want to save the backups to before you install TODO, and specify it during the install process, you only have to click on 2 buttons to create a backup.
The options to create the bootable repair disk are in the Tools menu.
You can either run their utility to create the disk or download an ISO file that you write to disk using ImgBurn.
That's what I did since that's the way I'm used to doing it.
It also has a Clone Drive button, which may be what you want to use.
