unable to open internet explorer

when I attempt to open IE I get the box stating "Internet Explorer has stopped working" and the following problem details:

I have tried removing IE 9 and replaced it with a new download of IE 11 but no help. Computer and IE 11 have been scanned but no change.

Gavin: Thanks for the article. The good news is that hitting the reset button eliminated the annoying "Stopped working" error box; the bad news is that IE still didn't open, just a white page with a little blue rotating circle. I guess that could be labeled as progress.
