Thanks so much for your detailed response.

I tried each step, and it seems like the last resort is step #9 however I will lose all the data as there is no choice but to keep the files and data.
(this server is a backup server)

I run into the following issues:

Step 5 I couldn't rename the files

Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old

Access denied.
