Ultra ISO and PowerISO are both good programs and have virtual drive function also.

For just burning an ISO image, I've always used ImgBurn. It's free and powerful little program for its size.

I use the Windows 7 built in one - it's also free.

I've been using UltraISO for several years and it's proven to be a perfect tool for:

    - creating ISO images
    - editing ISO files (keeping the boot sector if it's present)
    - mounting ISO files to the UltraISO virtual drives

For mounting and burning images, I would also recommend Alcohol 120%, which supports a huge variety of image files including ISO files.

Agree, it's good and free of charge. You can mount an .iso file by just double-clicking on the file, and the auto-run will appear like as if you were inserting a CD/DVD.

The already mentioned PowerISO is also good and free:

Support almost all CD/DVD image files
Create, extract, burn, mount ISO files
    Support 32-bit and 64-bit windows
    Support Windows 7
