Windows 7 Where is the Start Menu located?

In Windows XP, I can access my start menu through C:\Documents and Settings\...\Start Menu
Where is the Start Menu for user and All Users in Windows 7? I tried opening that folder by right clicking on the Win7 start menu and clicking "Open Windows Explorer," but I can't find the resulting directory manually in Windows Explorer.

And when I try to drag an item to the Start Menu in Windows explorer and create as shortcut, Windows tells me I can't create a shortcut there. That works in XP, why not in 7?

There are 2.
The "user" is Users - username - AppData - Roaming - Microsoft - Windows - Start menu
Common is Program Data - Microsoft - Windows - Star Menu
Added. (After alter posts!) You will need to go to Tools - Folder Options - View and unhide" protected Operating system", and "Show hidden files...etc.", in order to see and use the Program Data folder.
