Windows 7 Why can I not put a 3.0 GB ISO on a 4.7 GB DVD?

I have to reinstall my OS due to a non-genuine issue. I downloaded the .ISO for Home Premium which states it is 3.0GB until I try to burn it on a blank 4.7GB DVD.I talked to Microsoft and she was trying to get me to extract the .ISO. They then transferred me to someone else and I never got to figure out what I should do. I have a TB but from what I have read, you can't use that as a boot-able USB. Is there something I am missing as to why this won't fit on my DVD? I have used the Microsoft DVD burner, IMGBurn, and the Microsoft DVD/USB tool and they all say it won't fit. Thanks.
 
Don't re-install Windows. Waste of time and effort.

Instead, open an elevated command prompt and run these commands:
slmgr /upk
slmgr /cpky

Reboot then hit Windows key + Pause key.
Enter your key and enjoy.

What exactly am I doing by doing this here?
 
Contacting aliens which will then in turn contact space algae which will direct MS to make your key work. Or you could just simply follow along and make life easy on those that try to help you. Or if that is not satisfactory, then you can Google instead.

I trust your help, I was just asking for my own knowledge. Sorry.
