This may not apply to everyone but I had the start up looping issue this morning and this is how I resolved it:
First I have 2 laptops running 8.1 64x: a) Toshiba and b) HP. The Toshiba had no problem. The HP hung in the start up loop.
I powered off the HP that was looping. I then disconnected the external power source and also an external monitor which I was running.
I restarted the computer without the power or monitor connected - thinking the problem might be power or driver related.
The computer started with no problem. I then reconnected everything and all is good.
I do not know if this is a solution for everyone or is just specific to my laptop. The fact it only happened on one says it might be specific to the firmware on the specific manufacturer.
