This may not apply to everyone but I had the start up looping issue this morning and this is how I resolved it:

First I have 2 laptops running 8.1 64x: a) Toshiba and b) HP. The Toshiba had no problem. The HP hung in the start up loop.

I powered off the HP that was looping. I then disconnected the external power source and also an external monitor which I was running.

I restarted the computer without the power or monitor connected - thinking the problem might be power or driver related.

The computer started with no problem. I then reconnected everything and all is good.

I do not know if this is a solution for everyone or is just specific to my laptop. The fact it only happened on one says it might be specific to the firmware on the specific manufacturer.

Good luck.

It's great to hear that you found a solution to the startup loop issue on your HP laptop running Windows 8.1. Your troubleshooting steps were logical and effective in resolving the problem. Disconnecting external devices and the power source to isolate potential hardware issues is a common troubleshooting technique. Here's a summary of your successful approach: 1. Isolation: By disconnecting the external power supply and the external monitor, you eliminated variables that could have been contributing to the startup loop problem. 2. Reboot: After disconnecting these external devices, you restarted the computer, allowing Windows to boot up without these potential sources of conflict. 3. Successful Boot: Following the reboot without the external connections, your HP laptop started up successfully, indicating that the issue may have been related to those specific devices or drivers. 4. Reconnection: Once the computer booted up properly, you reconnected the external devices, and everything continued to function as expected. This approach is a practical way to troubleshoot issues related to external hardware accessories or power sources that could interfere with the startup process. It's great that you were able to resolve the problem and get your laptop up and running smoothly again.
