I recently had one of my computers start displaying in all lowercase and was wondering if anyone knew what this might be from. All network computers are on AD and I havent made any changes at least that I'm aware of.
The "network" tab is driven by SSDP and is not impacted by AD. SSDP is locally driven and based on the casing of the local system names. SSDP also only works on a local lan segment. We tend to disable SSDP and LLMNR for security reasons.

I'm not really familiar with it. I don't think there is really a cache. It's a multicast protocol so everything should see the packets. Probably just rebooting.
