Upgraded to 23H2 and switching on computer it powers into welcome screen. Sign into Microsoft Account and the screen immediately dims.
Remains dimmed when opening any program. Except when opening an old game Ultimate Mahjongg which changes the screen resolution. Exit the program and the home screen stays at the correct brightness and resolution.
Open any other program and the screen still remains at the same original settings. Open Settings and click on Display and the screen immediately dims. The only way to get back to the original brightness is to open the old game Ultimate Mahjongg.
Screen saver also runs at original settings.

Downloaded latest driver again from AMD and re-installed. Problem solved. Screen does not dim.
