Windows 7 Win7 (64-bit): hal.dll missing or corrupt (Oxc0000098)

Installing Windows 7 (64-Bit) on a dedicated hard drive for testing...
Re-partitioned an unused hard drive and installed with no problems. Upon first start I received the following message:
Windows Boot Manager
Windows Failed to start. A recent hardware or software change might be the cause
[...]

File: \Windows\system32\hal.dll
status: 0xc0000098
info: Windows failed to load because the HAL is missing or corrupt.
"hal.dll" does not appear to be on the install dvd (iso).

my system:
Asus P5K SE/EPU
Intel(R) Core2 Duo E8200 2x2.66GHz
2 GB DDR2 RAM (2x Dual channel 1 GB)
Realtek ALC 883 8-Channel HD Audio
Nvidia GeForce 7300 SE/7200 GS
Soundblaster Live! 24-Bit
LG GH20NS10 CD/DVD+-R/RW (40x/16x) (SATA)
1TB WD HDD (SATA) (removed for Windows7 testing)
250 GB WD HDD (IDE) (removed for Windows7 testing)
40 GB Seagate HDD (IDE)

Definitely a boot issue...

Thanks ickymay, I'm working my way through some of those options. In order of appearance:
1. restart didn't help;
2. Checked BIOS boot order, and my drive is recognized;
3. Win7 system repair/restore was able to identify a "startup" issue, but couldn't resolve it
(as an aside, I noticed it now has support for restoring from a disk image... I look forward to testing this!)
4. Couldn't get safe mode or DOS in order to repair or replace boot.ini;
5. I tried re-formatting the entire disk from XP (running on another drive which I've been unplugging when I test Win7), and still no help (I will try wiping it completely with Ubuntu [ones and zeroes] next);
6. restore from (win7) dvd: couldn't, because it doesn't appear on the dvd (nor does "driver.CAB");
7. repair installation didn't work (see 3);
8. clean installation: nope, same problem still;
9. Now I'm checking the actual hard drive... will report back when I have something.

Okay, so I grabbed another hard drive that I had laying around and thoroughly wiped it, and was able to install properly on that drive. I will give the original (problem) drive another go before determining 100% that it's bricked.

i believe its caused by having existing partitions when running the installer on the hard drive,
i know you said its a dedicated drive but im pretty sure thats the cause.

try deleting all partitions prior to installing and try again.

dont format it in xp, just delete the partition and then use it, let win7 do all the work.
 
Or try using a different burner, I used up 4 DVD's until I finally thought of using a different burner.
Could have been the DVD

When i install windows 7 on my pc the problem arise. I changed (unplugged) my Hard-disk and lastly the Ram.

after changing the ram i can install win 7 on my system smoothly

Please if the ram is damaged, u cannot install xp also...... Blue screeeen
