Windows 10 boot up issue

I was trying to fix a disk issue on my computer by limiting how much disk it could use, which led it just not really work properly so I restarted my computer...

Now my computer can’t login to my account, it says “the user profile service service failed the sign-in” and I gave up and just wanted to factory reset my computer but when I did “shift+restart” the only available option is to turn off the pc. What do I do?

Use safe mode if you can. If not you'll need a usb flash and another machine to create install media.

Right... I can’t get past the log in screen, and it won’t launch in safe mode, is another machine and a USB the only way then?

You can try rapidly pressing the F8 key during the P.O.S.T. (as the computer is just starting up) process and force open the BIOS Startup Menu and then choose Startup in Safe Mode from the menu and your computer should restart within Safe Mode...

That doesn't work in windows 10, in previous versions that would work. Though it's nothing to do with the bios but the windows bootloader.
