Windows 7 Windows 7 formatting stuck in "setup is starting"

Hi Folks,

I have samsung NP300V5A-SOMIN laptop. While I am trying to login it got
Stuck at Starting Windows
Then I have tried to format with my win 7 DVD but the also it got stuck at
"Setup is starting"
But I can format my laptop with UBUNTU. Need your help to address the same.

You're gonna have to format your HDD and then try, if that doesn't work, then it's time for that Hard Drive to hit the hay.
