Today I was trying to install Steam onto my Windows 8.1 machine (wired connection to internet), and it got stuck attempting to connect to the Steam servers. I also recently was attempting to upgrade an Apple device, and iTunes also got stuck attempting to their servers. I have tried restarting, using a different user, port forwarding, and changing the "hosts" file. Nothing has seemed to help at all. I believe this might be an issue with my router, or my machine. Does anyone have an idea of what might be actually happening?
Side note: Browsing the internet/downloading files works fine.

It wouldn't surprise me if your issue was Norton related and many of us here advise users to stay away from Norton as it's not the application it used to be. Personally I'd try removing Norton using this removal tool:

Just use the installed Defender AV that comes with Windows and just to add an extra level Malwarebytes is a perfect partner (plus it's free):

I am running Norton. I am not exactly sure how to disable the firewall, or modify the firewall in general.

Sorry for the trouble. Did you try disabling the Firewall and see if it works? Please let me know the details so I can help.
