I have been having an issue with my new laptop and It will say there is no internet coming from the connection, but remain connected to it. I have re-installed the driver but It still has been doing it. Then it will begin to work again after a few seconds. The laptop is about 3 weeks old, and has been doing it since about day 1, how do I fix this?

You said re-installed driver, but have you looked for a newer driver?
I would also run the network troubleshooter which is you can find under settings (just search troubleshooter). It will typically fix a lot of issues.
