Have you tried pressing F8 when booting and choosing 'last known good config'?

Also, just to confirm, have you tried booting from the win 7 DVD and choosing repair? I know you've tried with the system repair disk ..
Another option would be to do a 'upgrade' installation of 7. This will hopefully repair the corrupted files as well as allowing you to keep your files and folders..

I have tried f8 and it just restarts the computer or a blank screen
 

Does selecting the option "Launch Windows Startup Repair (Recommended)" do anything?
