Ever since I upgraded to Windows 10 I keep getting this bsod driver_power_state_failure when I state my computer. Then it restart and there is no problem from there on.

This particular bugcheck is caused when drivers change power states from say active to sleep or perhaps in your case from off to on. Now although we know why the machine is crashing the dump file fails to mention which component it is so some detective work is needed.
Atapi.sys is a driver associated with IDE/Hard drive controllers although checking your drivers i see almost everything is up to date. You do have a couple of things which may or may not be part of the issue.

ASACPI.sys Fri Nov 02 01:54:34 2012: Asus ATK0110 ACPI Utility (a known BSOD maker in Win7 and Win8). Please remove to test.

AtiPcie.sys Mon Aug 24 09:25:26 2009: ATI PCIE Driver for ATI PCIE chipset or ATI PCI Express (3GIO) Filter please either remove or update using the AMD chipset drivers:

Hey I deleted ATK0110 and I the first time it dindt crash when I turned my computer on. So for now it seems like it is solved. So Thanks for the help. But I will do more testing and if I still get a bsod I will put up a dump file.
