I know that I probably should just uninstall it and see what happens, but since it warns that multiple programs are using it, I wanted to ask for advice first.

Neither of my Asus sound cards have audio output except via just one of the jacks. While browsing through Programs And Features and seeing OpenAL still installed, I thought this might be the reason for the problems.

My question comes down to what programs or drivers would be effected by uninstalling OpenAL?

One thing for sure, it will not affect any Microsoft program, including Windows itself. OpenAl was installed by something you installed - perhaps a game. You might be able to look at file timestamps to see when it was installed, and with what program.
