After installing Windows 7, I have this problem.

Screen is stuttering when I close the window.

I have nVidia 9600M GS video card, and I have installed the latest driver.

Any help?

You could try un-installing the Nvidia driver from Programs and Features, then restart and Windows will install it own Microsoft WDDM driver.

Just an option.

I have the latest drivers...still no fix.

Are you sure it's actually using them? I've upgraded drivers and kept getting error messages in Event Viewer \custom administrative log and it mentioned the file name. I searched for it and found two.. the older one where windows loads the from in system32/drivers folder and the new driver was left hanging out in a filerepository folder by the install process. When I copied over the newer driver it was fixed.
