Best way I can describe it is like if you've ever used a projector, and you're able to specify where the right edge should be, then the left edge, etc. Or, think to your old CRT monitor, where you could adjust the screen positions.

Like that, but for my laptop, I really need that.

Alternatively,
A software that forces all window boundaries to be ~50pixels offset from the right side, to avoid overscanning.
