Windows 10 Chrome not opening?

Hi Guys...

Google Chrome won't open, this happened yesterday and I downloaded and reinstalled it and after syncing everything was working again.
A few minutes ago it happened again.

When I click on it nothing happens.
I went to the start file in its folder and it does not respond to Open.

I've scanned for malware and everything is clean.
Does anyone have any idea why this is happening?

Shutting down and restarting doesn't help.
