It might help if you could give us an example of what you mean? Is this in Win 7 or other utilities.

I have windows 7. When I put my mouseover the language bar icon on the taskbar its blue. On windows 98 I had it set on yellow and it stayed yellow. I have the win 7 advanced appearance on yellow too. Is there a way to have it on yellow?
