I'm in the process of building a new PC and I need to know if I can could uninstall windows on my laptop and use the same Product ID and use it on my new laptop. I don't care for keeping any of my old files. Just need to know if I need to buy a new copy of Windows.

Windows on a laptop invariably comes pre-installed so is likely to be an OEM installation associated with that laptop only. IN addition to that it will be pre-configured with all the drivers etc for that make and model. It is not transferable to another laptop.
