I have a user who just installed a piece of software on his PC. Now whenever he logs in to his computer the system briefly displays his desktop, then reboots. He has been unable to use his PC since this error began. How would I troubleshoot the system? Could I use MSCONFIG to troubleshoot? If so, how?

You hinted at Msconfig. You could have a quick look in there (looks like you will have to follow Trouble's advice and do it in safe mode!) and see if there is anything unusual , and recent, automatically starting under the startup tab. But whilst in safe mode, perhaps uninstalling the program will do the trick.

Either by booting into safemode by tapping the F8 key as the system boots or by booting from the install media, perform a system restore to a date prior to the software installation.
