Right-click any shortcuts on desktop, and select run as administrator, but no response! right-click the exe file and select run as administrator, that work well.

I have the same problem. And, oh, getting back to answering your question. Because Vista is absolute JUNK! Worst OS I have ever used. Ever! More bugs than a camp site and this is after a SP release!
