We have an application we run from a network share. When I right click on it, or a shortcut on the share, or a shortcut on my desktop pointing to the app, I do not see Pin to Start Menu or Pin to Taskbar. If I try dragging the EXE file to the task bar, once it gets there the international no (red circle with aa slash) is added to the icon picture being dragged - and of course it will not pin.

So our only choice is to leave shortcuts on the desktop. Is there a way to get network apps/shortcuts pinned to the task bar?

Yes, use this Link Removed and replace "path to folder" with "UNC-path to shared folder" or "UNC-path to shared application"

Be careful with this link. There are some unsavory advertisements hidden when you scroll down. But yes, this does work. Thank you.
