Windows 7 0x800ccc0E error with windows live mail

I can recieve but not send E-mail using windows live mail. I Found a web page from windows help that said to open live mail from START ..All programs .. windowlive mail .. click on TOOLS ..Account .. mail .. Properies.. server, but i do not find the tool tab.
the problem is with SMPT not listing comcast.net how can I enter this informatin

If you open live mail and press the alt key, you'll see Tools across the top.

Your e-mail service provider should have a web page detailing the correct settings.. They might even have an app that sets it up for you...
