Hello and welcome to the forum.
Look here
C:\WINDOWS\system32\WindowsPowerShell\v1.0\powershell_ise.exe
If it is not there then you may have to use the programs and features applet in the control panel to add Windows Power Shell, by clicking the Turn Windows Feature on or off.

win 8 is suppose to have v3.0 included

tried using v1.0 but it just crashes
