boot problems

when i open my pc stuck in welcome screen and then a blue screen comes i tryied everythink on youtube all the method and nothing works any suggestions also i cant take my files from an another pc said not access

So I am trying to dual boot windows 10, but I cannot boot from any usb or hdd I install it on. I have used the media creation tool, on two computers, and 3 different usb's. But I get the error as follows: Due to this I am unable to install any copy at all. Please help it's starting to piss me off!

I am in a loop where my computer keeps restarting at the mentioned loop how do I fix this? I do not have access to the recovery console because I do not have the password.
