Have thumbnails on all video and photos except vob files. Always had thumbnails on vob files in windows 7? Is this normal for windows 10?

It seems that after I upgraded to Windows 10 it took most but not all of my JPG Photo files and attached a tag to them. I cannot open them anyway except to buy special software. Has anybody else had this problem and is there a work around to fix it
