Windows 7 'Alt Codes' Not Working

I can not longer make Alt codes that use more then one digit work (ie. alt+21. ) I am using the On-screen Keyboard's number pad because I am using a laptop. Since I have upgraded to Windows 7, I have had this problem.

*My drivers are all up to date
*I can do Ctrl+Alt+Delete

I am using Windows 7 Home Premium
on a Hp Pavillion dv6000
 
It can depend on the font you are using, but have you tried using the right hand ALT key?

I would have problems with an onscreen keyboard, as all the key markings dosappear when I press the ALT key, but, not really my concern, just curious - why would you be using it? All my laptops have a keyboard.
 
Yes, I have tried both left and right keys. I have a keyboard, but I don't have a number key pad (as stated in the first post that my laptop didn't come with one). The reason I use these is for letters with accents, currency symbols, etc.
