Today, I installed Windows 10. Everything is OK, except one thing. I am using second display as extended display. After every new windows installation, I need to change video format, of second display (TV), to PAL (BG). I did that withe previous windows version, with installing catalyst control center, and than change video format to PAL (BG). Now there isn't any version of catalyst control center which works under windows 10 and with my video card, so I can't do this that way. So I need some solution how to change this setting under windows, or some catalyst version which works under win10, and includes my video card.

Solution
As your probably aware the only drivers available for HD 4000 series cards are legacy drivers. The nearest to Windows 10 I could find was Windows 8. You could always try installing these under compatibility mode if they fail to work first time around:

Beta driver version 15.7 appears to be the only one with Windows 10 support. I don't see any of the HD 4000 series cards as being supported. May be worth a shot. Link Removed
