Windows 7 background changes are not activating on menu for choosing tile, stretch, center, etc.

I have a laptop and a desktop with Windows 7, but the change in background view area does not change to stretch, tile, center, etc. Using the proper menu for this, including saving changes, but no luck. Any Help? 64 bit.

Are you going to this window? Do you have the "Picture Position" window showing also?
