Windows 7 Browsers are not running pls, m3u etc files when downloaded

In IE, Firefox etc, when a user clicks on a playlist file which the server requires the browser to download (eg: m3u, pls etc), the browser downloads it but nothing happens.

I have checked in both the control panel and IE itself that the correct MIME type and file handler (VLC but have tried others) is set, but nothing happens. However, if the file is manually located on the disk and double-clicked, it correctly loads the application and plays the audio/stream.

I remember doing the same thing about a year ago, and there was some kind of registry tweak I had to do, but despite lots of googling I cannot find it again, nor remember what it was. We have also tried Fixit etc.

Thanks

(It's for a blind friend and I have to remotely access the PC)

It's most likely a trust issue. When a file is downloaded from the internet it will be untrusted. You have to right click the file and go to properties and unblock the file.
