WOW64 is the emulator service that allows you to run 32-bit applications in the 64-bit environment. This is a high-priority part of the Windows kernel, and it can not be rationally disabled. You should try to figure out whatever program is causing the lack of response and remove that program. Take a look at your Event Logs to see if this gives you an indication of what is going on.
