Windows 10 Can't switch from local account to microsoft account

Hi. I'm on the account settings, and the link to "Sign into a microsoft account" isn't working from the menu. Any suggestions?

Also apparently I can't create another user either???

Try this:

Open services.msc from the "run" (Right click the start orb)

Look down the list and find Microsoft Account sign-in assistant.
Double click it and alter the status to Manual, if it is stopped, or, if already at Manual, then alter to automatic.. Then, in the same window "Start"
