Windows 11 Changing default keyboard on startup

When I boot up my computer, the default keyboard language is Korean. I would prefer it to be the English keyboard highlighted in yellow in the image below. It isn't that big of a deal, but it would be more convenient. I went through several of the keyboard settings, but nothing seems to be working. In the attached image, you can see the darkened option at the bottom is the current default.
