Windows 7 desktop links inoperative

My desktop links to the internet, e.g. Google, do not work. I get error message that says "There was a problem sending the command to the program"

However, the links do work if I use Firefox which I would rather not do.

Since I do not appear to have desktop links and am not sure to what you are referring, could you explain how the links were created and what they are supposed to do?
