Windows 7 Failure of "Double-click to open an item (single-click to select)" an Start menu All Programs

I have Folder Options "Double-click to open an item (single-click to select)" is engaged but Start menu All Programs list is failing to accord - selecting on hover and opening on single click.

Anyone know a remedy?

Please explain. When you single click an item in the "All Programs" of the START menu, it doesn't launch the program? If you double click it, does it launch it?

Sorry to be unclear - I am referring to an All Programs folder, not a program.

When I single-click a folder, it opens. It should select, as per Folder Options (*) Double-click to open an item (single-click to select).

OK, thanks. I'm glad that does not extend to Windows Explorer main windows :)
