Windows 7 How can I make a clickable windows 7 shutdown command?

Welcome to the forums. :)

Right click > New > Shortcut > in the location field, type taskkill /im explorer.exe > type Shut Down Windows for the name.

To change the icon, right click the shortcut > properties > change icon > C:\Windows\System32\imageres.dll > choose an icon.
 
Here you go, I have attached the shortcut, unpack and enjoy.
