Windows 8 How do I set Desktop Background to .html or .swf in Windows 8

I just switched from a much older laptop with winXP where I always used simplistic animated .swf files as the desktop background. I cannot do this in Windows 8's personalize section. It won't recognize html or swf as valid background files. Is there a way I can fool the 'control panel' into allowing this? It will allow gif files, but they don't animate.

Basically, what happened to Active Desktop, and can I reactivate it?
