Run either one of the following commands in CMD w/Admin rights;

bcdedit /set {current} locale en-US
or
bcdboot %WinDir% /l en-US

This wont damage my windows xp partition will it?

No, unless your in XP trying to make the change and to be honest, I don't know what will happen.

You have to be in Windows 7 in order to make the Command Prompt change.
Start/All Programs/Accessories, right click "Command Prompt" and click "Run as Administrator"
