There are many guides out there which tell me how to create an WinPE bootable USB flash drive.
Unfortunately when I boot from such an USB flash drive later and create e.g. some shortcuts (to additional prgms) on desktop/TaskBar
then these shortcuts gets lost after shutdown.

This is because the WinPE copies at first after bootup all necessary files to an internal Ramdisk and uses them instead of the original Win10 files.
So created shortcuts are not permanent beyond next reboot.

Maybe there is a workaround resp.solution to make such shortcuts permanent anyway.

You'd have to figure out how they're stored and the launching process which is probably either explorer or the sihostexperience process (don't think either are normally in the WinPE) so you'd need to add them and get them working too. Once you've figured that all out you'd have to mount the WIM with DISM and inject everything and unmount the WIM
