Windows 7 I have a problem when I used Virtual PC to open a VHD file

Is there any solution to fix it or achieve the goal as using the old hard disk on windows 7?

I think, before throwing in the towel, you might want to look at something like Virutal Box which also supports the .VHD format and see if it works any better although I haven't used it, so I wouldn't be of much help. I also don't understand why you couldn't install Virtual PC 2007 and run the microsoft updates twice, could it be that your current hardware is stopping you from using a software virtualization environment. Like I said earlier, I'm running it fine on Windows 7 Ultimate 64bit, with a dual core processor and 4 gigs of ram, but again I don't have the option to use hardware virtualization.
