Windows 10 Identifying App Causing Blue Arrow Icons on Folders

Which app adds two blue arrows to some, but not all, icons?
I am not aware that I have installed something new.
An image from 'Icons changed'. A folder icon with a corner folded and two blue arrows pointing inward.

Good one. You are correct. The text beside it says "OneDrive for Business notification icons signify that sync is in progress. This includes when you are uploading files, or OneDrive is syncing new files from the cloud to your PC."

I think the link I posted says something similar, but doesn't refer to One Drive - much more complicated explanation.
I don't use One drive, so, asking, referring to the ops query. Would it be normal for it to pop up on more than one instance?

I just took a look at a default installation. I see nothing like that?

Have you tried clicking it? It looks like something to do with opening picture albums, but that is a wild guess.

The arrows are not clickable, and I just created a new empty folder, and that got the aarows as well

Another wild guess. It looks like it is a cryptic message reminding you to close something that is open - Any ideas?
